The improvement costs will be funded through long-term bonds issued over the next three years, with a $109.8 million investment in fiscal year 2024 alone.

In August 2024, the city council approved an ordinance authorizing the City of Greenville to enter into a financing agreement with the Texas Water Development Board (TWDB), to borrow $90.5 million, and construct a second water treatment plant to meet projected needs. The city is looking to invest $217 million in improvements over the next five years.
